RFC3696 specifies the following in the document from which it originated:

The general framework for email specifications is based on RFC 2a21 and RFC 2a22

An email can be 320 characters long, 64 characters of which are before the @ sign (the @ sign is counted as one character) and 255 characters for the RQDN (fully qualified domain name)

As it was defined in Section 3 of the RFC, it is 255 characters for domain and the domain to which the email belongs.
